Each year, Linn County has the task of completing and approving its fiscal year budget. Fiscal Year 2024 runs July 1, 2023 through June 30, 2024. Here is what the process looks like:
Budget Planning Process
As a steward of taxpayer dollars, Linn County prides itself on providing transparency and accountability in its budget process. The budget planning process begins in early November to determine budget initiatives for the next fiscal year. Planning continues from November through February and includes a series of more than 20 public meetings between the Board of Supervisors, other elected officials, and department heads.
The annual budget is developed within Linn County’s budgetary and financial policies. Resources are allocated to align with the County's Strategic Plan and mission statement, which make funding public health and safety, roads and transportation, the environment, and necessary capital improvements top priorities. The Board of Supervisors operates under the guideline of no increase in operational spending and strives to maintain a consistent levy rate to minimize any impact to the taxpayer.
With roughly half of the annual budget coming from taxpayer dollars, Linn County invites the public to be a part of the planning process. Here is how you can participate:
How You Can Participate
The planning process starts the third week in November with a public budget forum where residents have the opportunity to address the Board of Supervisors and provide comment on the development of Linn County’s fiscal year budget.
Following the initial public budget forum, each County officer and department head submits their budget estimates to the Budget Director by December 15. These budget estimates are also presented to the Board of Supervisors through more than 20 public meetings held between November and February. The public is invited to these meetings to learn about the department budget estimates and to provide public comment if desired. View the FY24 Budget public meeting schedule.
The budget process concludes with two public hearings where the public can offer final feedback on the proposed budget before the Board votes on its final approval. After the public hearings, the Board votes to certify the annual budget. The annual budget is adopted by majority vote of the three-member Board of Supervisors.
