On April 30, 2021, the Iowa Division of Criminal Investigation (DCI) referred their investigative file to the Linn County Attorney’s Office requesting a legal review of an officer involved shooting (OIS) incident involving Cedar Rapids police officer Kyzer Moore and Arnell States. This event occurred on February 20, 2021, at the Rodeway Inn, 4011 16th Avenue SW in Cedar Rapids, Iowa.
On February 20, 2021, at approximately 1:46 a.m., Cedar Rapids police officers were dispatched to the Rodeway Inn at 4011 16th Avenue SW, Cedar Rapids, Iowa, regarding a report that a male was assaulting a female in a hallway of the motel. Officer Kyzer Moore was the first to arrive. He was wearing his official police uniform and was equipped with a body-worn camera, which he activated before entering the motel.
The Iowa DCI conducted a full and thorough investigation into the incident. Their investigative file included reports issued by agencies assisting with the investigation including the Cedar Rapids Police Department, the Iowa State Medical Examiner’s Office, and the Iowa DCI Criminalistics Laboratory. The investigative file included a video-recording from the body-worn camera of Officer Kyzer Moore, which recorded his entire encounter with Arnell States including the officer’s discharge of his service weapon at States.
