Supervisors Oppose Eminent Domain for CO2 Pipelines The Linn County Board of Supervisors signed a letter opposing the use of eminent domain by both the Summit Carbon Solutions, LLC and Navigator Heartland Greenway CO2 pipeline projects. The Iowa Utilities Board is the authority having jurisdiction over the proposed pipelines. Linn County does not have authority or review capacity over the proposed project. Under certain circumstances, a floodplain permit or Conditional Use Floodplain permit may be required through Linn County Planning & Development.

Board of Supervisors Holds Public Hearing / First and Second Consideration of Coggon Solar Application The Board of Supervisors held a public hearing and first and second consideration of the application from Coggon Solar LLC requesting to rezone an area to be used for utility solar installation. All utility-scale solar projects in Linn County require an application to rezone the area to be used for the solar installation to (RE) Renewable Energy Overlay Zoning District. These are public meetings and residents had in-person and virtual attendance options. These meetings were for Coggon Solar LLC’s application only. No other utility company has submitted a solar application to Linn County. Videos of the meetings will be posted to Linn County's website as soon as they are available. The Board of Supervisors' third consideration of the application is scheduled for Jan. 18. Learn more about the review process and factors that are considered during the review. Deputy Halverson Honored with Key to the City of Coggon Coggon Mayor Travis Beckman presented Linn County Deputy Will Halverson with a Key to the City on Jan. 11, 2022. Deputy Halverson is still recovering from his injuries after being shot multiple times on June 20, 2021, while responding to a robbery in-progress call in Coggon.

Building Codes Updated Linn County has updated its code of ordinances as it relates to construction codes in Linn County. The international Building, Residential, Fire, Mechanical, and Uniformed Plumbing Codes have been updated to the 2021 versions. Linn County’s Building Division worked with surrounding jurisdictions in an effort to gain consistency in Eastern Iowa as it pertains to building codes. Board of Supervisors Meeting Recap The following is a recap from the Linn County Board of Supervisors meetings the week of Jan. 7-14, 2022. The Board of Supervisors:
- Held third and final consideration of Linn County public ordinance establishing the various voting precincts in Linn County, Iowa and defining the boundaries and listing of the populations thereof pursuant to the Code of Iowa
- Reviewed proposed fiscal year 2023 budgets for the following departments: Facilities, Capital Improvement Projects, Sheriff’s Office
- Approved and signed a letter to the Iowa Utilities Board opposing use of eminent domain in the proposed carbon dioxide (CO2) pipelines
- Held a public hearing and first and second consideration on an ordinance to rezone an area to a Renewable Energy overlay for the Coggon Solar LLC application
- Approved resolution appointing Assistant County Attorney, Shayl G Wilson
- Authorized the submittal of an application for ‘Revitalize Iowa’s Sound Economy’ (RISE) funding for the road improvements along Walford Road as part of a project to convert the 6th Street SW and Walford Road intersection to a roundabout
- Approved a resolution suspending taxes for one (1) Linn County resident as they are unable to contribute to the public revenue by reason of age, infirmity or both, pursuant to Code of Iowa, Section 427.8
- Approved a resolution for a final plat to be named Emig First Addition, case JF21-0016
- Approved a resolution for a final plat for Holmans Road First Addition, case JF21-0014
- Approved an amendment to the Contract for Provision of Service Agreement between Hawkeye Area Community Action Program, Inc. (HACAP) and Linn County outlining mask and COVID-19 vaccination requirements, effective January 31, 2022
- Recertified Linn County’s participation in the Community Rating System
- Approved a 2022 Linn County Medical Examiner Service Agreement between Donald J Linder, D.O., Linn County Medical Examiner and Linn County
- Approved reallocation of Tanager Place Linn County fund balance project funding to include the flexibility to use the funding to provide additional mental health related services at the Collins Community Credit Union Hub and/or Willis Dady Homeless Shelter
- Approved Pre-Employment Training Agreements for new employees of the Linn County Sheriff’s Office
- Held third and final consideration on an ordinance amending the Code of Ordinances, Linn County, Iowa by amending provisions in Chapter 12, Fire Code of the Linn County Code of Ordinances. (Updating Building, Fire, Plumbing, and Mechanical codes to the 2021 versions with amendments)
- Held third and final consideration on an ordinance amending the Code of Ordinances, Linn County, Iowa by amending provisions in Chapter 105, Articles II, IV, & V of the Linn County Code of Ordinances (updating Building, Fire, Plumbing, and Mechanical codes to the 2021 versions with amendments)
- Approved use of an additional $19,590 of Linn County MHDD Fund Balance dollars for the cost of vans purchased by Options of Linn County
- Approved a Duplication of Benefits Confidentiality Agreement with the Iowa Finance Authority
- Approved the use of up to $175,000 of General Assistance funds to assist Linn County residents that received an approval notification from the Linn County Emergency Rent Assistance Program prior to funds running out
- Provided Board member reports of their activities, meetings, and project updates
