Linn County Attorney’s Office Completes Investigation into the Officer-Involved Shooting on Dec. 17, 2021 The Linn County Attorney’s Office has completed an investigation into the officer-involved shooting that occurred in the 1600 block of Center St. NE, Cedar Rapids, Iowa on Dec. 17, 2021. The incident involved Reserve Officer Scott Fruehling of the Cedar Rapids Police Department. As part of the investigation, Linn County Attorney Nick Maybanks reviewed all police narratives and reports generated in this case as well as squad car and body cam footage from the officer involved. Pictures of the officer's injuries were reviewed as well. Through the factual findings of the investigation, County Attorney Maybanks has concluded that criminal charges against Reserve Officer Scott Fruehling of the Cedar Rapids Police Department are not warranted. Cedar Valley Nature Trail Closed Near Fishel Road The Cedar Valley Nature Trail is closed between Lafayette Rd and E Otter Rd until further notice. The trail bridge overpass that crosses Fishel Rd was damaged and had to be removed. Fishel Rd is open at that location.

Board of Supervisors Meeting Recap The following is a recap from the Linn County Board of Supervisors meetings the week of Jan. 14-21, 2022. The Board of Supervisors:
- Held a third meeting regarding an ordinance to rezone an area to a Renewable Energy overlay for the Coggon Solar LLC application and rescheduled the third consideration to January 24, 2022
- Reviewed proposed fiscal year 2023 budget for the Linn County Auditor, Emergency Management Agency, and State Welfare
- Appointed 15 members to the newly created Sustainability and Resiliency Committee
- Approved vacancy forms for the following positions for Linn County Public Health: Communications Specialist, Health Equity Program Manager, and Senior Environmental Chemist
- Approved a vacancy form requesting a temporary part-time 30 hours per week custodian to cover an extended medical leave for the Facilities Department
- Received and placed on file the Recorder’s Quarterly Report for October 1 through December 31, 2021
- Received and placed on file Treasurer’s (Auto Dept.) Report to the County Auditor receipts and disbursement for the month of December 2021
- Received and placed on file Treasurer’s Semi-Annual and Semi-Annual Settlement Reports
- Approved a resolution for a Residential Parcel Split for Kettelkamp First Addition
- Approved a resolution for a final plat to be named Wall & Walvatne First Addition
- Approved an American Rescue Plan Act (ARPA) Subaward Agreement between Linn County and the Housing Fund for Linn County for the Linn County Providing Assistance to Community Homeowners (PATCH) Program for up to $1,000,000 with a performance period of November 17, 2021 through September 30, 2023
- Authorized Linn County Juvenile Detention and Diversion Services Director to electronically sign a Memorandum of Understanding between Mental Health/Disability Services of the East Central Region and Linn County Juvenile Detention and Diversion Services effective immediately through June 30, 2022 for $10,000 for de-escalation training and procedures in the Detention Center
- Approved a Decat contract between Linn County and the Iowa Department of Human Services for Professional Development Trainings and Coordination Services, effective February 1, 2022 through June 30, 2023 with a cost not to exceed $25,000
- Approved purchase of five Microsoft Surface Pro tablets for Options totaling $9,782.60
