Join Us for the State of the County Address April 29 Following a two-year hiatus, the State of the County address will be held in person this year on Friday, April 29, 2022 from 11:30 a.m. to 1 p.m. at The Hotel Kirkwood Center in Cedar Rapids. Join us as Linn County Supervisor Chair Ben Rogers presents Linn County’s accomplishments and future priorities during National County Government Month! The event will include a live Q&A session moderated by the League of Women Voters. Visit the League of Women Voters website to purchase a ticket or reserve a table. The online reservation deadline is April 21. The event is open to the public and free seating is reserved for individuals who want to attend the program and not eat lunch.

Board of Supervisors Awards First Round of ARPA Funding The Linn County Board of Supervisors awarded the first round of funding from the American Rescue Plan Act (ARPA) dollars it received from the federal government. ARPA funding is meant to speed up the United States' recovery from the economic and health effects caused by the COVID-19 pandemic. Linn County is receiving a total of $44 million in ARPA funding in two installments. Round 1 funding includes $11 million for lost revenue and administrative costs incurred by Linn County and $11 million that Linn County is making available for other local governments and nonprofits through a competitive application process. That $11 million will be split with $5.5 million going toward affordable housing, social services, public health, capital investments, and negative economic impacts from COVID-19 (Category A) and $5.5 million going toward water and sewer infrastructure projects in Linn County (Category D). Linn County will announce the Round 2 application period at a future date. All eligible applications submitted during Round 1, but not funded, will automatically be considered in the second round.

Linn County Hosting Climate Change Discussion on April 20
In celebration of Earth Week, the Linn County Office of Sustainability invites the public to join in an engaging conversation on climate change and climate action at CSPS on April 20, 2022 at 6 p.m. The event will include guest speakers addressing the local impacts of global climate change and what we can all do about it together. This in-person event is free and open to the public.

Linn County Attorney’s Office Files Criminal Charges in Connection with Taboo Nightclub Shooting The Linn County Attorney’s Office, in cooperation with the Cedar Rapids Police Department, has filed criminal charges in a deadly mass shooting that occurred on April 10, 2022, at the Taboo nightclub, 415 3rd St. SE, Cedar Rapids, Linn County, Iowa. The Linn County Attorney’s Office encourages all persons who have information to offer about the events of April 10, 2022, to come forward and to cooperate with the Cedar Rapids Police Department.

Reminder: Expungement Clinic & Resource Fair is April 30 The fourth Expungement Clinic & Resource Fair in Linn County with Iowa Legal Aid will take place on Saturday, April 30, 2022, from 11 a.m. to 2 p.m. at IowaWORKS in the lower level of Lindale Mall, 4444 1st Ave. NE #436, Cedar Rapids. The purpose of the expungement clinic and resource fair is to help people overcome barriers to housing, employment, and education and to learn about the various assistance programs and resources available throughout the community. Appointments are required for the expungement clinic and must be made by April 22. No appointments are necessary to attend the job and resource fair.

Board of Supervisors Meeting Recap The following is a recap from the Linn County Board of Supervisors meetings the week of April 8-15, 2022. The Board of Supervisors:
- Met with and received updates from the following departments: Finance & Budget, Human Resources, Policy & Administration, and Secondary Roads
- Discussed and awarded the first round of American Rescue Plan Act (ARPA) grant funds
- Discussed and approved the 2022 Slough Bill exemptions
- Discussed and approved reallocation of Goodwill of The Heartland fund balance project to include the flexibility to use the funding to purchase a vehicle for the day habilitation program, purchase computers for their Cedar Rapids Career Center and funding for community integration in their SCL program
- Discussed and approved a Linn County Fund balance request for change of scope for Tanager Place fund balance project to allow the purchase a utility vehicle for the inpatient campus
- Approved a resolution for a Notice of Public Hearing on the Proposed Plans, Specifications, Form of Contract, and Estimated Total Cost for the Priority #3 Linn County Facilities Derecho Repairs Project, and for the Taking of Bids on Said Project. Public hearing will be May 9 at 11 a.m. at the Linn County Jean Oxley Public Service Center.
- Approved a vacancy form requesting a Design Engineer for the Secondary Road Department
- Discussed proposed Traffic Sign Maintenance Policy
- Discussed and approved the updated Capital Asset Policy FM-045
- Authorized Chair to sign a letter of intent of financial match for a Corridor Metropolitan Planning Organization Grant Application
- Discussed and approved an agreement with Bear Creek Archeology, Inc. to conduct Phase I archeological surveys at two of the County’s Temporary Debris Storage and Reduction sites
- Authorized Chair to sign a certificate of insurance for Linn County acting as sponsor to Advocates for Social Justice to use space at Lindale Mall to operate childcare for those participating in the Expungement Clinic on April 30, 2022
- Discussed and approved a resolution for the addition of County property to the Fairfax Urban Renewal Area Amendment
- Discussed and approved an agreement from Lifeline Audio Visual Technologies to provide audio visual consulting services related audio visual equipment upgrades in the Harris Building and Public Service Center
- Authorized Chair to sign a letter to the Honorable Ashley Hinson in support for a $7 million Community Project Funding grant in support of a taxiway expansion project
- Received and placed on file Treasurer’s (Auto Dept.) Report to the County Auditor Receipts and Disbursements for the month of March 2022
- Authorized Chair to sign an Iowa Department of Transportation (IDOT) Final Contract Construction Voucher for a bridge replacement on Jordan’s Grove Road over the Wapsipinicon River
- Authorized Chair to sign a 28E Agreement between Linn County and Cedar Rapids for the Iowa Northern Railroad crossing safety project on 42nd Street NE
- Authorized Chair to sign Fiscal Year 2023 (IDOT) Iowa Department of Transportation Secondary Road Budget and IDOT Secondary Road Five-Year Construction Program
- Awarded bid for signs to Vulcan Signs in the amount of $9,198 for the Secondary Road Department
- Approved a liquor license for Gardner Golf Course, 5101 Golf Course Rd., Marion, retroactive to April 8, 2022, noting all conditions have been met
- Approved liquor license for Hy-Vee CR #1 from June 2 – 6, 2022 to serve liquor at a wedding reception at the Indian Creek Nature Center, 5300 Otis Rd., noting all conditions have been met
- Discussed proposed legislative updates
