Board of Supervisors Vote in Favor of Solar Moratorium
The Linn County Board of Supervisors voted unanimously in support of an ordinance that places a moratorium on accepting rezoning applications for the Renewable Energy Overlay District (utility-scale solar applications). The moratorium will expire automatically after three months unless extended by resolution by the Board of Supervisors. The moratorium may be extended no more than three times for a maximum period of 12 months. The moratorium period will allow staff to closely examine and analyze Linn County’s renewable energy standards taking lessons learned from the two recent utility-scale solar rezoning applications. Linn County’s Planning & Development Department will also create Renewable Energy Review Committees to help look at specific areas of the renewable energy code.

Mental Health Access Center Releases FY23 First Quarter Report“Thank you so so much for being a service I can utilize when I don't feel safe!” This was a comment from one of more than 366 people seeking help from the Linn County Mental Health Access Center in the first quarter of fiscal year 2023. Of the 366 people served, 56 people were helped through law enforcement referrals. This is 56 people who would have otherwise been taken to jail or the emergency room for intoxication, suicidal thoughts, or other mental health emergencies. During post-discharge follow-up, 99 percent of patients reported the Mental Health Access Center staff helped create strong discharge plans and 96 percent would refer the Mental Health Access Center to a friend of loved one. The Access Center is open seven days a week from 8 a.m. to 10 p.m. to serve anyone who is 18 years of age or older and experiencing a mental health or substance use disorder crisis. Board of Supervisors Meeting Recap The following is a recap from the Linn County Board of Supervisors meetings the week of October 7-14, 2022. The Board of Supervisors:
- Met with and received updates from the following departments: Secondary Road Department, LIFTS, Human Resources, Finance & Budget, and Policy & Administration
- Held a public hearing to vacate a portion of Johnsons First Addition to Toddville, Block 7, located in the SE 1/4 SE 1/4, Section 12, T. 84N., R. 08W. of the 5th P.M., Linn County, Iowa described as follows: The alley lying between Lots 7 and 8, Lots 5 and 6, Lots 3 and 4, and Lots 1 and 2 of said Johnsons First Addition, Block 7 and Second Street lying north of Lot 2 and said alley. Said vacated area = 5,897 sf or 0.14 acres
- Held third and final consideration on an ordinance amending the Code of Ordinances, Linn County, Iowa by amending provisions in Chapter 107, Unified Development Code, relating to: measuring the rear yard setback on triangular lots; amending the distance between animal runs or exercise areas and property lines in some instances for the animal boarding/shelter/kennel use; and adding use categories for Historic Schoolhouses and Recreation Camps
- Discussed and approved a purchase order #PO390 for $15,000 to Newsmart Technologies Inc. to implement upgrade to the finance module of the Evolv software system for Linn County Community Services.
- Discussed and approved a contract between Linn County and DeNovo Marketing for creation of marketing materials for statewide access center outreach.
- Received an update on the Linn County Mental Health Access Center
- Discussed and authorized Chair to sign an amendment to the American Rescue Plan Act Subaward Agreement between Linn County and Gutschmidt Properties for Missing Middle Affordable Housing Jumpstart.
- Discussed and postponed a decision on American Rescue Plan Act (ARPA) funding distributions.
- Received and placed on file Revised Treasurer’s (Auto Dept.) Report to the County Auditor Receipts and Disbursements for the Month of August 2022
- Received and placed on file Treasurer’s (Auto Dept.) Report to the County Auditor Receipts and Disbursements for the Month of September 2022
- Approved and authorized the Chair to sign a Lease Termination Agreement effective November 1, 2022 between Linn County and Foundation 2, Inc. for 232 square feet, more or less, of leased office space in the Mental Health Access Center located at 501 13th Street NW, Cedar Rapids
- Approved purchase order #PO389 to G Mac Door Hardware to add 4 low energy swing door operators on 4 exterior doors for Linn County Options in the amount of $8,845.00 paid with American Rescue Plan Act funds.
- Awarded bid and approved purchase order PO392 for CMP Culvert to Contech Engineered Solutions, LLC in the amount of $5,184.00 for the Secondary Road Department.
- Awarded bid and authorized Chair to sign the contracts for Winter Sand for the Secondary Road shop locations: Martin Marietta Aggregates in the amount of $12,900.00, Weber Stone Company in the amount of $15,000.00, Wendling Quarries, Inc., in the amount of $68,687.50
- Approved a resolution authorizing the vacation of A portion of Johnsons First Addition to Toddville, Block 7, located in the SE 1/4 SE 1/4, Section 12, T. 84N., R. 08W. of the 5th P.M., Linn County, Iowa described as follows: The alley lying between Lots 7 and 8, Lots 5 and 6, Lots 3 and 4, and Lots 1 and 2 of said Johnsons First Addition, Block 7 and Second Street lying north of Lot 2 and said alley.
